The 2009 Zone 7 Championship will be held at Desert Lake Shooting Club in Las Vegas, NV April 30 - May 3, 2009 per Dan Mitchell, Zone 7 Delegate.  Watch here for more information.  If you haven't been to Desert Lake, it is one of the few NASR 5-Star rated facilities and was a nominee for NSSF 2008 Club of the Year.  Check out Desert Lake Shooting Club while in Las Vegas or plan on attending the Desert Lake Classic October 16 - 19, 2008.

NEW SAFETY RULE IN EFFECT MARCH 18, 2008 - Safety Zone - ADDED TO RULES

16. Safety Zone - When a shooter is in the process of shooting, no one (other than the Referee / Trapper) is allowed within three feet (3‘) of the shooter.  There will be an imaginary line three feet behind the shooter that will extend along the entire station.  This will be referred to as the Safety Zone.

2008 APPROVED RULE CHANGES

PLUS THE SAFETY RULE CHANGE ABOVE...

These are the ballot questions THAT WERE APPROVED BY THE DELEGATES.  Other than the new Safety Rule above, the rest will not take effect until January 1, 2009:

 

  1. Should the following be added to section III-2-a?

3. The shooter with the highest score and all ties in an event, where there is a minimum of ten (10) total shooters, shall receive a minimum of one (1) punch no matter what class the shooter is in (other than those shooting Concurrent only).

 

Summary:  This addition was proposed to help shooters who only go to small shoots get punches to move up in class.  For example, an A class shooter may have the highest score for the event (beating all other shooters including Master & AA), but there are not enough people in his/her class to receive any punches.  This would make one punch mandatory for all who posted the highest score.  If there were enough people in that person’s class for more punches, the higher of the two would be awarded.  This high score punch would NOT be in addition to normal class punches.

  1. Should the following change be made to section III-2-a-2?

Summary:  This changes the minimum number of shooters required in class for earning punches.  This too will help shooters at small events to move up in class.

  1. Should the following be added to section V-D (NSCA 5-Stand)?

7.      Multiple Layouts – When the squad moves to the next layout, the original first shooter will rotate to the end of the line; the rest of the shooters on the squad will move up (towards the first cage) one position, thus rotating who is the first shooter at each subsequent layout.

 

Summary:  The shooting order of a squad is rotated in Sporting and Parcours de Chasse.  By rotating the starting order of NSCA 5-Stand, 4 out of 5 shooters (for a full squad and 4 layouts) will take turns going first instead of the same person on all of the layouts.

4.  4.    Should the following be added to section IV-B?

Hunter class shooters at events run concurrently with registered NSCA events will be charged the same entry fees as those paid by NSCA members including all target fees.

 

Summary:  Many times, NSCA members are charged more than Hunter class shooters.  The NSCA Advisory Council agreed that there should not be a discount for these shooters at NSCA registered events.

5.   5.   Should the following be added to section I-C.?

h. Annually, the voting record of all National Delegates will be reviewed by the NSCA Executive Council.  Any Delegate found to have missed more than one (1) vote during the previous year will be removed from office and replaced as outlined in section I-C.-d.  A Delegate that has been removed from office may not run again for a Delegate position in any State for the next term.

 

Summary:  There were seven (7) Delegates that did not vote once during 2007, and 11 more that only voted once; there were five (5) ballots sent out last year.  A total of 36 Delegates or 29% missed more than one ballot.  The core of the governance of this sport depends on the National Delegates voting on the issues of the organization.  The NSCA Advisory Council feels that if someone is not voting on all the issues he/she should be replaced with someone who will fulfill the obligations.  One missed vote would be allowed each year.

 ADVISORY COUNCIL MEETING NOTES

The NSCA Advisory Council met February 15 & 16, 2008 in San Antonio, Texas for their annual meeting.  In addition to the proposed rule changes, the Committees met.  Here is a summary of their reports:

RULES, CLASSIFICATION, & SAFETY - Adam Pinto, Chairman

The Committee discussed several proposed rule changes.  Those changes that were approved by the full AC are listed above (ballot).  In addition, a new Safety Rule was approved.  There is now an imaginary line 3' behind the shooter while in the cage.  No one other that the Referee is allowed inside this new "Safety Zone".  Safety being the most important part of the sport, the full AC approved this measure that took effect immediately.  The Committee would like everyone to pass the word.  The year end Classification Review evaluated over 8,000 members for a possible move down in class.  A total of 3400 +/- members were moved down one class.  This process is based primarily on numbers, although a few members were left in class based on known ability.  Anyone who does not want the move down in class can refuse it. 

 

COMPETITION COMMITTEE - George Hopkins, Chairman

There are many changes that were approved by the full AC based on the Committee recommendations for this year's National Championships (20th Nationals):

MEMBERSHIP & CLUBS - Dan Mitchell, Chairman

The Range Owner manual is being reviewed for an update and possibly put on DVD.  Dan Mitchell has worked out a deal with Sportsman's Warehouse to show an introductory DVD, along with having Shooting Pros meet the customers the week before the Sixth Annual Western Open at Top Gun Club in Mt. Vernon, WA this summer.  Dan is putting the DVD together in hopes that this program will be utilized throughout the country.  The Committee and full AC also discussed entry fees for "Hunter" class event ran concurrently with NSCA registered shoots.  The rule change proposed (above) would require clubs to charge the same fees, including target fees, to those in Hunter class if approved by the Delegates.

DELEGATES & STATE ASSOCIATIONS - Joe Kennedy (covering for Peggy Siler)

The Committee and full AC felt that the large number of Delegates that don't vote is a disservice to the members they represent.  It was agreed that a rule change be proposed to the Delegates that would remove Delegates that missed more than one vote during the calendar year would be replaced (see above).

 

OUTREACH / INTERNET - Brian Brewton, Chairman

The NSCA Web Site (www.mynsca.com)  is being revised and should be up shortly.  Please make it a point to check it out.  The Committee was given a presentation from Gayle Teskey with the marketing company hired by NSSA / NSCA.  Information brochures and membership forms are being revised to better represent both organizations.  A direct mail campaign is also being considered.  A handout from the Association's PR company was provided.  They are working on a Press Release program, increasing writers to write about our sports, and strategies to promote key events.

INSTRUCTOR - Michael Mohr, Chairman

The Instructor program is continuing to be reviewed and an improved package will be coming in the future.

INTERNATIONAL & TEAM USA - Joe Canty, Chairman

The NSCA web site is being updated with more information about how All-American points are earned.  Also, the champion of the Master / AA FITASC course at Nationals will receive the W. Ray Newman Memorial Award.  This perpetual trophy will be presented each year in honor of the dedication, commitment, and participation Ray Newman put into Team USA.

FINANCE - Martin Jones, Chairman

This is a new committee for 2007.  At the meeting, the financial report was reviewed.  This committee will be working closely with NSSA to find funds for marketing programs and other new programs.

The meeting ended with the election of the Executive Council.  The full EC was re-elected for this term.

This was the most productive AC meeting I have every attended.  For the first time in quite a while, there is a full slate.  Four of the members had excused absences.  The meeting was adjorned right on time Saturday at noon.  I hope I covered everything.

Clark County Shooting Park

The largest public shooting park in the World is getting closer everyday.  CONSTRUCTION IS IN FULL SWING!!!

The process continues... grading is continuing and bids are now being solicited for the first group of 7 buildings!!! Check out their web site for photos of the progress.

Clark County Shooting Park is being constructed in Las Vegas, Nevada.  You can expect a World Class venue for all of the shooting sports.  4 Sporting Clays courses, 125 Trap Fields, 24 Skeet fields, International Trap, 41 Rifle & Pistol ranges going from 7 yds. to 1000 meters.  Areas for Cowboy Action, Mounted Cowboy Action, Law Enforcement, Hunter Education, Large Archery area, and lots of camping... try 1000 full hook up RV spots!!!  For the most up to date information, check out the park's web site at www.accessclarkcounty.com/parks/Shooting_Park.htm
